Dr. Ilana Seff serves as an academic advisor to the RSRI. Alongside her colleague, Dr. Lindsay Stark, she supports learning and evaluation related to refugee self-reliance and the Self-Reliance Index.
Dr. Seff is a Research Assistant Professor at Washington University in St. Louis. Her work focuses on the intersection of violence, social norms, and mental wellbeing for those impacted by humanitarian crises and, in particular, women and girls. Her doctoral work led to a new approach for constructing quantitative proxies of social norms.
Dr. Seff previously worked on the Living Standards Measurement Survey team at the World Bank, where she supported the development, implementation, and analysis of nationally-representative, longitudinal surveys in low- and middle-income countries. Alongside UNICEF, the Center for Disease Control and Prevention, Together for Girls, and the Women's Refugee Commission, among others, she has led and contributed to the development of many methodological approaches and tools for measuring complex and sensitive constructs.
